Despite confusion in Washington, D.C., surrounding the Affordable Care Act, and questions here in Illinois about how the Medicaid expansion part of the program has been managed, it’s exceptional that the final number of citizens who signed up for 2018 health plans through the ACA is only slightly less than last year.
