An Illinois Senate bill aims to help children who are at risk of entering state custody because of issues caused by untreated mental illness.  Attorney Charles Golbert, Cook County Acting Public Guardian, said children and youth with serious mental illness may exhibit behaviors that land them in juvenile court, facing criminal charges.
